The VIA series originally used Lumen for China Mobile return and CMI for China Telecom/Unicom return, but while releasing the new VIA, FxTransit changed the return routes to premium routes for all three Chinese networks (probably without a route guarantee). I happened to still have an older VIA 618 promo instance renewed, so I bought a new VIA at the same USD 12 monthly price for a quick comparison. For reference only

⏬ iPerf3 TCP single-thread speed test
Continuous speed tests may trigger IDC or carrier QoS policies, so this is for reference only. During testing, however, the new VIA sometimes showed extremely low speeds; even when I interrupted the test and immediately retested the old VIA and NOVA, their results were still much higher than the new VIA

🗒️ Summary
For international connectivity, the old VIA and NOVA kept a 10Gbps port, while the new VIA is limited to 1Gbps internationally
So far I have not found any major difference between the old VIA and NOVA, but the tests suggest the new VIA USD 12 / 200Mbps plan has throttling (the plan description saysburst1Gbps)and possible connection-drop issues 
That said, very few people probably still hold the old VIA (full-price USD 12 monthly or annual users who renewed once before the new VIA was released, when the return routes were still China Mobile via Lumen and Telecom/Unicom via CMI). Neither old nor new VIA guarantees these unexpectedly obtained premium routes, so judge for yourself
